Greene County Department of Development Uses ARPA Dollars to Help Local Non-Profits 

Xenia, Ohio – The Greene County Board of Commissioners has announced a new grant program for local non-profits. 

This program is designed to assist non-profit organizations negatively impacted by the COVID-19 pandemic. 

Funding for this grant originates with money dedicated from Greene County’s American Rescue Plan Act (ARPA) distribution. Expenses must have been incurred on or after March 3, 2021, per federal ARPA rules. 

The Greene County Board of Commissioners has granted $1,000,000 to the Greene County Department of Development, which is now responsible for approving projects. 

Grants will be available, up to $25,000, to Greene County non-profit organizations in operation since January 1, 2020. 

Ineligible expenses include research, fundraising, political causes, scholarships, and faith-based causes benefitting only members of a certain faith. Other ineligible organizations are: 

• For-profit businesses 

• Schools and public agencies that would supplant tax-supported, mandated services 

• Non-profits engaged in illegal activities under federal, state, or local laws 

• Non-profits otherwise prohibited by federal or Ohio laws 

• Non-profits are ineligible or precluded to receive federal or State of Ohio funding due to federal laws (including but not limited to the ARPA Act) or Ohio laws 

• Owners or partners currently undergoing bankruptcy proceedings 

• Governmental entities 

• Non-profits with the following concerns: 

  • Real estate holding businesses 
  • “Side gig” or "hobby" businesses (not your primary source of income) 
  • Gambling businesses, including casinos, racing operations, or other activities whose purpose involves gambling. 
  • Lobbying organizations and political organizations subject to Internal Revenue Code 527 
  • Sexually Oriented Businesses (live performances, product sales, items or materials) 
  • Pawn Shops, Pawn Broker, Secondhand Goods Dealer 

 Greene County Commissioner President Koogler, stated “Commissioners understand the non-profit community has been hit especially hard throughout the pandemic and they need some 

assistance. We wanted to be sure to invest some of this money in that sector so it can reach the individuals who need it most.” 

The Department of Development will begin accepting applications on May 23rd. The final day to apply will be June 30th.
